India Legal News: India’s First Legislation to Ensure Efficiency in Public Services

 As per India legal news reports in August 25, 2010, the Maharashtra State Government has passed a Bill to ensure transparency and accountability of public servants in the state. The Madhya Pradesh Public Services Guarantee Act, 2010 will be the first legislation ever which ensures the delivery of public services to the public within a stipulated time period. 

 

India Legal News: Public Service Will Increase Accountability, Says CM

 
As per India legal news reports, the Chief Minister, Shivraj Singh Chouhan has termed it as a remarkable step towards rebuilding Madhya Pradesh as a golden state. He said that the law intends to check corruption and increase the accountability of public servants. Also, he stated that such law will improve citizen charter arrangement. 
 
Mr. Chouhan further said that important public services would be listed and their delivery would be ensured. This would include caste domicile certificates, tapped water supply connections and khasra copies. He also stated that those government employees who are not performing their duties well shall face penalties. 
 
Further, the Minister explained that the public servants will receive applications from the common public and give receipts. The time limit will be considered from the date of receipt of the application. In case an eligible applicant fails to secure services within the given time period, he/she can appeal to the first and second appellate officers. They will direct the concerned officers to deliver the services. 
 
In case of any delay, a fine of Rs.250 per day will be charged. A maximum amount of Rs.5, 000 will be charged as fine. The amount will depend on the number of days of delay and the fine money will be awarded to the applicant as compensation.
