Bank loan and Guarantor

Corporation Bank,Pune had issued a education loan to my brother in law for the amount of 6 lacs.He went to US for studies and now is not traceable after 3 years.His sister knows but she is not revealing the truth.As guarantor i had deposited FD of 9 lacs.He is not responding to my mails,bank letters etc.Last month bank had deducted 8 lacs including interest,from my FD.What action i can take against the defaulter.Pl help me in this regard.can i blacklist th defaulter in all local banks for future.And legaaly how can i recover the amount?
