Bill To Exclude Clause Legalizing Non-penetrative Sex by 12-Year-Olds

Legal News India: The draft of Protection of Children from Sexual Offences Bill, 2010, no longer contains the controversial clause which seeks to legalize non- penetrative sex by 12-year-olds.
This draft bill was sent to all the states by the Ministry of Women and Child Development to obtain the state government’s viewpoints. The bill affirmed that any consensual but non-penetrative acts of sexual nature between 12 year old children should not be held as an offense.
The Bill also seeks to lower the age of consensual sex to 14, which it currently fixed at 16 years.

With media & road-hoardings thrusting huge suggestive material, to make any child of 6 years; curiosity to feel/ fiddle with the genital ogans of opposite sex is inevitable by 8. Hushed dissuation, by over-protective parents - on hugging/ rape scenes- only increase the urge. And, it is distorted/ exploited by inexperienced colleagues/ sex-starved (perverted) adult-family friends or relatives.
So, with systematic education about pros & cons, of penetrative sex, the children would be better prepared to develop healthy & normal attitude about sexuality. Orthodox orbiddings over masturbation in adolescense too need to be discarded.
