continuous sand mining from Pampa river for last 10+ years

In pathanamthitta distfrict of Kerala, Sand mining from various Kadavu is sactioned continuously for more than 10 years without conduction any sand audit. Due to non availability of enough sand, the contractors and collection sand from the opposite side of these kadavu, which causes destruction of the private property of these areas.We have complained this matter with all evidances to all govt bodies but all are silently supporting the Mafias. What is the legal step, we can take agaist this action, enable to stop mining until conducting proper sand audit?

Identify who is the proper person behind the deals. Watch his movements and financial transaction Inform the same to Income Tax Department of India Then correspondingly move to the state Deparment for this illegal activity, move both activity by the same time at top secret, u can destroy the person behind illegal sand mining
