Cooperative Hsg Soc., ban on adopting pet dogs

My brother found a dog abandoned at the Palm Beach Rd., in a very sorry state.He brought her home nursed her back to good health and has now adopted her. The Society has now called for a general Body meeting and has got it passed that not pets allowed in the society.I need help.
