equal work equal pay

Govt of Himachal Pradesh is recruiting many of its employees on contract basis (for undefined) period through proper process of recruitment (by public service commission and suborinate board). the salary paid to such employees is simply basic plus grade pay(almost half of the salary of regular employee). what are the chances of getting equal salary to regular employee. i like to mention that all post are against senctioned post. some post are filled on contract and many (where corruption is possible) are on regular basis
