Lokayukta New Bill: What Powers Should Anti-Corruption Units Have?

The union government is reportedly considering a law to create anti-corruption units both at the centre and the states (Lokpals / Lokayuktas). Some states have already passed laws to create Lokpals / Lokayuktas, but with varying powers. Given that a central law may be passed, it is important to discuss aspects regarding Lokpals / Lokayuktas such as:
(1) Who all can the Lokayukta investigate?
(2) Whether or not the Lokpal should have only an advisory role or not
(3) What should be the composition of the Lokpal

lokayuktha should have the power to investigate all the matters of government, but he cannot challenge the P.M, PRESIDENT, CHIEF MINISTERS directly, if he founds them involved in any matter then he can forward the same to Hon'ble Supreme Court of India.

lokpals-they should be given the power check on the schemes enacted by the government
lokayuktha- it being the state unit .lokayutha should have the power to investigate all government officials of the state
