Anti-tobacco campaigns have been growing stronger in Goa, which is one of India's most popular tourist destinations.  The campaigners for anti-tobacco campaigns in the state have been strongly pressing for challans to be issued to those who are smoking in public. In October 2009, Goa became one of the earliest states in the country to have its own state legislation banning smoking at public places.
