third party payment claims of motor accident

Please tell me that if the permit of my vehicle is valid for state where the vehicle is registered (Uttar Pradesh) and accident occured in Bihar at the time of accident ,insurance policy ,fitness certificate,driving licence etc.are valid .I want to know that insurance company will give compensation to injured person who collided his car from behind in stationary truck (stationary due to mechaniacl breakage ) in the year 2010.if not from where i can get help becouse injured person has sent claim of rs.21 lacs at my address.
