One of the cables dating back to 2005 that were released by WikiLeaks have revealed that International Red Cross reported the US Embassy on the abuse of human rights in Kashmir by the Indian security forces. This information was based on the visits that the organization made to detention centres during the period 2002 to 2004.
Red Cross documents state that more than half the detainees it met reported one or more kinds of torture (from beating up and electric shocks to water torture and sexual abuse) being meted out to them.
Also, the Red Cross said that it raised this issue with the Government of India, but it found that no action was taken to stop the practice.
