Winter Session Begins Tomorrow; 23 Pending Bills In The Funnel

 Indian Legal News: As US President Barack Obama delivers his parliamentary speech in the Indian Parliament and wrapping the India leg of his 10-day Asia tour today, the members of the Indian parliament will get ready for the winter session (November 09 to December 13, 2010). In the 24 sittings scheduled, 23 pending bills will be considered to be framed into laws. These are:

 
  1. The Prevention of Torture Bill, 2010    
  2. The Wakf (Amendment) Bill, 2010      
  3. The Commercial Division of High Courts Bill, 2009
  4. The Educational Tribunals Bill, 2010    
  5. The Seeds Bill, 2004    9 Dec 2004
  6. The Pesticide Management Bill, 2008   
  7. The Anti-Hijacking (Amendment) Bill, 2010      19 Aug 2010
  8. The Chartered Accountants (Amendment) Bill, 2010    
  9. The Company Secretaries (Amendment) Bill, 2010      
  10. The Cost and Works Accountants (Amendment) Bill, 2010      
  11. The Right of Children to Free and Compulsory Education (Amendment) Bill, 2010       
  12. The National Council for Teacher Education (Amendment) Bill, 2010   
  13. The National Commission for Heritage Sites Bill, 2009 
  14. The Jawaharlal Institute of Post-Graduate Medical Education and Research, Puducherry (Amendment) Bill, 2010           
  15. The Constitution (One Hundred and Eleventh Amendment) Bill, 2009
  16. The Orissa (Alteration of Name) Bill, 2010      
  17. The Constitution (One Hundred and Thirteenth Amendment) Bill, 2010 (Changes Oriya to Odiya in Eight Schedule)           
  18. The Constitution (One Hundred and Tenth Amendment) Bill, 2009 (Reserves for women 50% of seats in panchayat)           
  19. The Constitution (One Hundred and Twelfth Amendment) Bill, 2009 (Reserves for women 50% of seats in municipalities)  
  20. The State Bank of India (Subsidiary Banks) Amendment Bill, 2009

Besides, some important bills which will be introduced in the parliament for approval are: 
 
  • Protection of Women from Sexual Harassment at Workplace Bill 
  • Universities for Innovation Bill Educational Tribunals Bill 
  • Land Acquisition Amendment Bill 
  • Rehabilitation and Resettlement Bill and the Mines and Minerals (Development and Regulation) Amendment Bill
Last year, the parliament passed 17 bills. Lok Sabha speaker, Meira Kumar has requested members of the parliament to ensure a smooth winter session. The Women's Reservation Bill and two other constitution amendment bills which give 50% reservation to women in Panchayat Raj Institutions and urban local bodies will be debated.
